Prof. Fu Cong-Bin (1939-), academician of Chinese Academy of Sciences, born in Shanghai, graduated from the Department of Meteorology, Nanjing University in 1962, and got his master's degree in the Chinese Academy of Science in 1967. He has been the research professor of Institute of Atmospheric Physics (IAP) of Chinese Academy of Sciences (CAS), director of Physical Dynamic Climate Research Office, visiting scientist of NCAR and University of Colorado, USA. He is the Director of START Regional Center for Temperate East Asia; Chief Scientist of National Basic Science Project "Predictiion of Aridification in Northern China in Association with Life-Supporting Environment Changes"  (G1999043400). He has long been engaged in the studies on climate variability and dynamics, including atmosphere-ocean interaction, atmosphere-land interaction, and climate–ecosystem interaction on global and regional scales with particularly the modeling and diagnosis of the variations of monsoon system and its response and feedback to earth system dynamics. He has published over 130 scientific papers, 6 books and more than 10 chapters in co-authored books. He received the second prize of important research result awards on " atmosphere-ocean interaction and short range climate variation", and the third prize of natural science awards on "El Nino/Southern Oscillation and Asia monsoon variability", " atmosphere-ocean energy exchange and very-low frequency oscillation" and " atmosphere-land interaction" issued by Chinese Academy of Science, received a special award on international co-operation issued by Dr. .Zhou Peiyuan Foundation, and received the Second Prize of National Natural Science Award issued by the Ministry of Science and Technology of China on "Response of Monsoon climate-ecosystem to global change".
