Professor Sheng is Deputy Chief Engineer of Dam Safety Management Centre of the Ministry of Water Resources. His research focuses on dam safety. Professor Sheng has excellent experience covering the fields of dam safety management, judgment of defective dams, safety evaluation and risk analysis, dam rehabilitation, and real time safety regulation for reservoirs. As the team leader or a key member of the team, he involved in over 14 key and major projects, including Key Project in the National Science & Technology Pillar Program during the Eleventh Five-Year Plan Period, National Basic Research Program of China (973 Program), and Key Innovation Project funded by Ministry of Water Resources. He has participated in preparation of over 9 dam safety laws, regulations, or technical standards. As key expert and team leader, professor Sheng involved in more than 70 projects across China that focus on dam safety evaluation and appraisal, monitoring system development and dam safety improvement recommendations. He carried out verifying the results of defective dam identification as well as technical supporting for emergency response decision making. He won National Personal Honour Award for the contribution to dam emergency response decision making supporting during Wenchun earthquake in Sichuan province in 2008. Professor Shang also actively participated in national and international academic exchange and cooperation activities. He has published over 50 papers and 2 books. His research results won one First-Class, two Second-Class and two Third-Class Awards of Science and Technology Advancement Awards at provincial and Ministry level.
