On December 19, 2006, Professor Cong Shuzheng of U.S. National Weather Bureau is engaged as the advisor of Hydro-Lab. The ceremony was held at Hydro-Lab and presided by Professor Peng Shizhang, director of Hydro-Lab. Prof. Zhang Changkuan, the president of Hohai University, presented the engaging certificate to Prof. Cong Shuzheng. Some leaders of the Water Resources and Environment College participated in the ceremony. After that, Professor Cong Shuzheng exchanged ideas with some researchers about some issues at the forefront of hydrology.

  Prof. Cong Shuzheng, was the director of Water Resources College before he moved to the United Sates. He enjoyed a high reputation in the field of stochastic hydrology. In 1981 he was awarded research scholarship from the Alexander von Humboldt Fellowship Fort Foundation which is set for outstanding young scientists. He developed the general formula for computing damage probability of water projects, which improved and generalized the method of calculating the probability of expectations in the "Guide to determine flood frequency". He is the first in China to use the computer to replace the eye-fitting method with computer-based optimization fitting method to estimate the parameters in flood frequency calculation, and he used Monte Carlo simulation method to compare different fitting criteria. He is the first to conduct quantitative analysis on the use and impacts of historical flood data in flood frequency analysis. He proposes a new method to improve the ESP long-term streamflow forecast method, and pointed out one theoretical mistake in a rainfall ensemble prediction processor in NWSRFS in United States, and puts forward an improved method which is now being programmed in NOAA/NWS/OHD in the United States.
