On Nov.10^th, The State Key Laboratory was fully seated with teachers and students, as a report for celebrating the 91^th anniversary of Hohai University and for strengthening the academic communication between teachers and students was held there. Chief Expert, Professor Wang Huimin and professional researcher, Doctor Chou Lei gave reports to us.

Many teachers and students came to the report for Professor Wang Huimin’s profound comprehension and practice on the South-To-North Water Transfer Project. Professor Wang’s report was about “comprehensive management system of cross-basin water transfer and coordination mechanism innovation— case of eastern route project”. The report analyzed the contradictions between manual water resources system of cross-basin water transfer and water resources system of the original administrative regions. She made research to the coordinate problems between comprehensive management system of cross-basin water transfer and watershed integrated management system. Combining the governmental management innovation and networking confinement with management innovation of market body, the cross-basin water transfer comprehensive management frame system was built from three layers：the macroscopic(governmental adjust and control), medium(networking  confinement), and microscopic( marketing management). The coordination system includes five dimensions: political dimension, management dimension, leading dimension, management dimension and supervisory dimension, which have formed the space management and innovation system of cross-basin water transfer, and provide decision support for the water resources comprehensive management system. The originality of Professor Wang’s researching fruits aroused ardent discussion of the attendants, many students asked questions accordingly and Professor Wang gave them responses. Subsequently, professional researcher of water management of The State Key Laboratory, Doctor Chou Lei gave a report on “Immunity diagnose and pre-warning research on ecosystem health”, this report built a diagnose and pre-warning model from a new sight, using the designing method of manual immunity diagnose and pre-warning system. Many students had great interests with the precision and function of her diagnose model, and questions were asked about the mathematical tools and precision of the pre-warning model.
